The Workforce Development and Accredited Centre provides a range of training courses for all childcare staff in Cardiff.

Cardiff Early Help Workforce Development and Accredited Centre is part of Cardiff Council who is the Data Controller for the purposes of the data collected. This privacy notice will explain how our organisations uses the personal data we collect from you when you use our website or service.

The purpose of collecting this data is for Cardiff Early Help Workforce Development and Accredited Centre to book you onto requested training courses. Cardiff Early Help Workforce Development and partners to send relevant information and applications related to training. We will use your information to inform you of any changes to our training programme including newly arrange training courses and upcoming courses with availability. We will also keep a record of your details for use in our reporting.

What data do we collect?

The Council process personal data on a day-to-day basis. We hold certain information about you this is known as personal data. We are registered with the Information Commissioner’s Office and any information we hold will be processed in line with the principles set out by ICO Regulations, which we must comply with.

We will:

  • Continue to strengthen our processes for maintaining the privacy of all personal information we hold.
  • Have need for all our employees to comply fully with Data Protection law.
  • Only hold the minimum personal information needed to allow us to perform our role as a Council.
  • Delete personal information once the need to hold it has passed.
  • Access and process all personal information in line with fair processing set out upon collecting information from Individuals.
  • Design our systems and processes to comply with data protection principles.
  • Take immediate action if we discover that our policies are not being complied with.
  • This notice is designed to give you information about the data we hold about you, how we use it, your rights in relation to it and the safeguards that are in place to protect it.

Cardiff Early Help Workforce Development collects the following data:

  • Contact details, including name, workplace address, job title, telephone numbers and email address.
  • Where you have provided us with personal data about other individuals, please ensure that those individuals are aware of the information contained within this notice.

How do we collect your data?

  • Cardiff Early Help Workforce Development collect data and process data using Microsoft forms or booking forms that are sent in via email. The data collected via these forms will be used by Cardiff Early Help Workforce Development & Accredited Centre and training partners.

How will we use your data?

We may process your personal data to fulfil our obligations, and this can include the processing of your personal data for all or any of the following purposes:

  • To contact you.
  • To book you on to any training courses that you/your manager have requested you attend
  • For statistical and reference purposes.
  • To comply with our legal and regulatory obligations as a Local Authority.
  • To address queries from you and to respond to any actual or potential disputes concerning you.
  • Process your application for training.
  • Email to contact you when new training courses becomes available.

Who do we share your data with?

From time to time we will share your personal data with partner organisations and service providers so that they can help us carry out our duties, rights and discretions in relation to the services we provide. Some of those organisations will simply process your personal data on our behalf and in accordance with our instructions. In each case we will only share data to the extent that we consider the information is reasonably required for these purposes.

Any Personal Information we hold will be disclosed, with reasonable purpose to:

  • Our staff – where the information is vital and required for their work.
  • The Courts – under the direction of a Court Order.
  • Our partners – strictly in line with agreed procedures.

Under the Digital Economy Act 2017, the Council may share personal data provided to us with other Council’s for the purposes of fraud, crime detection/prevention, to improve public service delivery, statistical research. Cardiff Council has a duty to protect the public fund it manages. Therefore, the information that you have provided to us may be used for the prevention and detection of fraud or shared with Council Officers responsible for auditing or administering public funds.

Where requested or if we consider that it is reasonably required, we may also provide your data to government bodies and dispute resolution and law enforcement organisations, including those listed above, the Pensions Regulator, the Pensions Ombudsman and Her Majesty’s Revenue and Customs (HMRC). They may then use the data to carry out their legal functions.

In some cases these recipients may be outside the UK. This means your personal data may be transferred outside the EEA to a jurisdiction that may not offer an equivalent level of protection as is required by EEA countries. If this occurs, we are obliged to verify that appropriate safeguards are implemented with a view to ​protecting your data in accordance with applicable laws. How long we keep your personal data?

We will only keep your personal data for as long as we need to in order to fulfil the purpose(s) for which it was collected and for so long afterwards as we consider may be required to deal with any questions or complaints that we may receive, unless we elect to retain your data for a longer period to comply with our legal and regulatory obligations.

The legal basis for our use of your personal data?

Th Council holds personal data about you in its capacity as data controller. This includes the need to process your data to contact you and for statistical and reference purposes. Further information about how we use your personal data is provided below.

Eligibility Criteria

The training programme is designed to meet the requirements for the National Minimum Standards. It is also designed to support Continuous Professional Development (CPD). The programme is compiled around the results of a yearly Training Needs Analysis (TNA). This programme is funded by Cardiff Flying Start. Detailed below are the conditions to attending any of the courses in the training programme along with the booking information.

This training is available to all childcare workers in the non-maintained childcare sector, currently working at a setting within the Cardiff area and can include volunteers and non-registered providers in early years and childcare settings. It is advisable for all registered childcare settings to be members of umbrella organisations as other training and benefits would then be available.

Responsibility of the Childcare Setting

  • The line manager allocated to book the training places must ensure that they only book for staff allocated to their childcare setting.
  • Attendees must adhere to our Code of Conduct. Failure to do so may result in the individual not being able to attend future courses.
  • Training courses may be added to the programme throughout the year. Please make sure you check all correspondence from Cardiff Workforce Development regularly for details and updates. You can request to be added to our mailing list by emailing us at workforcedevelopment@cardiff.gov.uk
  • It is the responsibility of the line manager to explain the training process to their staff. Managers who supply their staff’s email addresses and/or mobile phone numbers must ensure staff are aware of the reasons for this and agree for their data to be used by Cardiff Council.
  • Please ensure that details provided are correct and up-to-date, all correspondence will be sent via email to the email address provided at the point of booking.
  • If you need to substitute an attendee on a course, this must be completed within 24 hours before the course start date and time. Line managers can substitute members of staff booked onto a course by contacting Cardiff Workforce Development. Failure to substitute members of staff before a course could result in refusal of entry to our site and also the training course.
  • Individuals who are not on the attendance list will be refused entry at the training.
  • It is the responsibility of the attendee to read and fully understand the Health and Safety guidelines in the training rooms.
  • It is the line manager’s responsibility to inform Cardiff Workforce Development prior to the course running if any attendees require additional support in order to successfully complete the course.

Booking

  • All bookings must be made by contacting Cardiff Workforce Development via workforcedevelopment@cardiff.gov.uk
  • Changes can only be made by the Workforce Development Team, please contact a member of the team if you need assistance.
  • Please note that there may be restrictions set for the numbers of bookings available per setting per course.
  • Reserve lists will be held at the point of request if the course is full. Cardiff Workforce Development will contact the relevant settings if and when spaces become available.

Payment/Cancellation policy

  • All places must be paid for in advance of the course running via debit/credit card telephone payment.
  • Local Authority childcare settings will need to supply the details of their cost codes at the point of sale in order to proceed for payment via journal transfer. Records of these transactions should be kept by the childcare setting.
  • Confirmation of the booking will be sent to the email address provided at point of booking confirmation. A receipt will also be issued from the Capita Payment Portal which should be kept by the setting for financial records.
  • Refunds will only be issued if a place is cancelled with at least seven days’ notice before the course commences. There will be no exceptions to this rule.
  • For confirmed cases of Covid 19, a refund or transfer of space will only be offered upon receipt of an official notification of a positive result from the Gov.UK reporting site.
  • Settings can substitute staff members on courses up to the day before a course starts.
  • You can transfer a booking to a later course, providing that you give at least seven days notice before the course starts. To transfer a booking please contact the Workforce Development team.
  • For Flying Start settings who do not follow the cancellation policy detailed above, or where there are instances of non-attendance from Flying Start childcare staff, as per terms of the Flying Start Service Specification the setting will be charged the standard course attendance fee. There will be no exceptions to this rule.
  • If Workforce Development cancel a course for any reason, refunds will be provided.
  • Workforce Development and their training partners reserve the right to deny access to delegates where payment has not been received prior to training.

Code of Conduct for Learners

  • Workforce Development aim to deliver high standards of quality training that will guide, inspire and support all course participants.
  • Our aim is to create an atmosphere of enthusiasm and mutual support and respect between centre staff, trainers and attendees in order to maximise the individual’s learning experiences and outcomes.
  • All trainers and learners are encouraged to listen to and consider each other’s points of view. Please remember the trainer is an expert in their particular field and therefore we ask that you respect this. However, your views and experiences are important and positive participation is encouraged.
  • We also ask that you make yourself aware of health and safety, by being aware of facilities and emergency procedures.
  • We ask for the cooperation of all participants to abide by our Code of Conduct to ensure that the training event is undertaken successfully within a safe and secure environment. Failure to abide by this may result in exclusion from future training courses.
  • Please complete our course evaluation forms at the end of the training session. We welcome any feedback you may have to enable us to develop and improve our service further.
  • Please talk to the trainer if you feel you could benefit from essential skills support. The trainer will discuss all options of support available to you in a confidential manner.
  • Please do not use your mobile phones during the training. If you are expecting an urgent call, please advise the trainer at the start of the session.

Legal and Regulatory

Synopsis

This regulated first aid qualification is specific to infants aged under 1, and children aged from 1-year-old to the onset of puberty. It fulfils the requirements of the statutory framework for the Early Years Foundation Stage (EYFS) as issued by the department for Education and Skills Foundation Stage relating to Early Years childcare.

The minimum requirement is at least 1:10 (trained adult: child ratio) holding a current Full Paediatric First Aid 12 hours certificate.

Synopsis

This regulated qualification is designed to provide the essential underpinning knowledge and skills to work in the food industry.

It is fully compliant with industry and regulatory standards. Topics covered are regarded by the Foods Standards Agency as important to maintaining good practice in the production and handling of safe food.

The course will suit a diverse range of learners including adults, schools, community groups and businesses etc. who work in or intend to work in the catering industry including those involved in the storage, preparation, cooking and handling of food.

By the end of the course delegates will have a clear understanding of the importance of ensuring appropriate food hygiene within the workplace.

Synopsis

Group A (Level 1) Safeguarding Awareness courses provides the knowledge and skills needed to safeguard children. It describes the common types of abuse, how to recognise them, and how to respond to concerns. It also explains how to correctly report concerns. This mandatory training should form part of an employees’ induction for all staff.

Synopsis

Note: All participants are expected to already know everything in Group A For Online courses;

You will be expected to have your camera on at all times and be able to use your microphone – if this is not possible you will not be able to attend the course.

Aim: The aim of this 1-day, intermediate level course is to ensure participants know what to look for and have a clear knowledge of the reporting process and their own responsibilities. The course focuses on your role and responsibilities in safeguarding, recognising risk, working in a child-centred way, and practical guidance on completing a Safeguarding Children Report/Referral.

You are invited to attend four FREE online training sessions via Microsoft Teams in order to upskill practitioners in early years settings. The focus will include; understanding the principles of Person Centred Practice, Inclusion for All, Working Together and the Additional Learning Needs process for children in the Early Years (birth-5 years) which is set out in Additional Learning Needs and Education Tribunal Act (Wales) 2018, and the ALN Code for Wales.

This workshop is designed to upskill practitioners in understanding the different skills that are involved for young children to develop their Social Communication skills. It will also share some of the difficulties children with social communication difficulties may have and explores a range of activities and strategies to support children with Social Communication difficulties in the setting.

Synopsis

Makaton is a visual communication programme combining signs and symbols. Undertaking Makaton training will enable practitioners to support children’s language and communication in the Early Years setting through their ordinarily available provision.

Synopsis

This course covers the theory that all staff should know when moving and handling small children to keep themselves and the child safe. The course will also include practical strategies and activities. Participants will have the opportunity to ask questions and request advice for individual children. This course follows the All Wales Manual Handling Passport.

PLEASE NOTE: This is for children who CANNOT move themselves due to a physical disability. It is NOT positive handling where the child chooses not to move.

Synopsis

Biting is a very common behaviour and is a normal process of child development as children learn to communicate, explore their world around them and discover how their actions affect others. Most children under the age of five may go through a biting phase which they eventually outgrow. Practitioners who work or support children in this age group should be prepared for children to present with biting behaviours. Even though it is very upsetting for parents, practitioners, the child who bit, and the child who was bitten, it is important to understand why it may have happened in order for practitioners to develop an effective response.

The programme includes five strands, one of which relates specifically to the Early Years sector: ‘Cymraeg Cynnar/Early Welsh’.

Synopsis

This will demonstrate how to register your interest onto the portal, inform you of the free Cwlwm resources to support your learning and help you embed the Welsh language into everyday practice. The course aims to provide:

  • Approximately 20 hours of independent learning;
  • Support to learn Welsh to use with children in settings;
  • Units to teach pronouncing the alphabet, colours, days of the week and numbering;
  • Learn commands and introduce prepositions.

Synopsis

This training is aimed at beginners who are eager to start using a basic level of the Welsh language during daily activities without feeling under pressure!
By the end of this practical and engaging session you will have the opportunity to:

  • Explore the potential benefits of supporting bilingualism
  • Develop an understanding of how to include elements of bilingualism in your planning by exploring loose parts and real resources
  • Enjoy opportunities to practice saying simple Welsh words and how to use these throughout daily activities
  • Enjoy practical opportunities to become familiar with a selection of Welsh songs, rhymes and stories
  • Develop an awareness that a language is ‘caught not taught’ and consider how this affects quality practice
  • Discuss how to promote and celebrate the Welsh language within your setting with children, staff, parents, visitors etc
  • Receive links to resources that will support Welsh development within your setting
  • Enjoy reflection time and receive support with the way forward

Cardiff is the first city in Wales to participate in UNICEF UK’s national Child Friendly Cities and Communities initiative. We all want to ensure that Cardiff is a city where children and young people are at its heart, where the rights of children and young people are respected by all and is a great place to grow up.

To achieve this, it is vital to understand and be knowledgeable of Children’s Rights in any role where children are impacted upon directly and/or indirectly.

After completing this introduction to children’s rights training, participants will:

  • Have good knowledge and understanding of children’s human rights globally and within a Welsh context
  • Understand the meaning and principles of a child rights-based approach
  • Have explored the practical application of a child rights-based approach to your work with/for children and young people

Synopsis

Focussing on your own wellbeing, this course will look at different types of stress in working in childcare and what resilience is, and then help you build a practical action plan to increase your resilience to those stresses and look after your own wellbeing.
